Experts have recommended implementing the constitutional proposals of the July Charter through a constitutional order. They also suggested seeking public approval for the order via a referendum, potentially held on the same day as the national elections. The recommendation was made on Wednesday (17 September) at the Foreign Service Academy on Bailey Road during the third day of the third phase of dialogues with political parties, organized by the National Consensus Commission to explore ways to implement the July Charter.
